Well, I found this on the Microsoft support website:
Method 1: Run the Audio Troubleshooter

This troubleshooter is an automated Windows 8 inbuilt tool which finds and fixes the common issues with the audio settings of the computer. Perform these steps to run this tool and check if that helps.

    a) Press “Windows Logo” + “W” keys from the keyboard.

    b) Type “Troubleshooting” in the search bar and press “Enter”.

    c) In the “Troubleshooting” window, click on “View All” on the left pane.

    d) Click on “Playing Audio”.

    e) Click on “Advanced” and then click on “Run as Administrator”.

    f) Click “Next” and follow the on-screen instructions to complete the troubleshooting process.

    Might be worth a shot.

Could you try installing the following things?
    http://www.microsoft.com/en-us/download/details.aspx?id=34429
    http://www.microsoft.com/en-us/download/details.aspx?id=8109
    http://www.microsoft.com/en-us/download/details.aspx?id=30679
The first two are related to DirectX, while the third contains libraries for Visual C++ programs. It could be that fmod is missing some dependencies and therefor refuses to play audio.

Hmm, I'm running out of ideas now.

You can still use the System Files Checker, but I strongly suspect it won't find anything broken either, seeing that you've only just reinstalled Windows. Instructions are here: https://support.microsoft.com/en-us/kb/929833

You can also try resetting all of the PA settings, though this will also cause any Galactic War campaigns to disappear. To do so, rename the Planetary Annihilation directory in "C:\Users\<username>\AppData\Local\Uber Entertainment" to Planetary Annihilation.bak. PA will then create a new one for you. If that fixes it, yay!, otherwise, just delete the newly created one and rename the .bak one back to the original name.

Another thing you could try is running Dependency Walker on fmodex64.dll, which can be found in the PA installation dir. Dependency Walker you can download here: http://www.dependencywalker.com/
If you open fmodex64.dll with that (or any of the other fmod files), do you get black question marks in a yellow circle anywhere?

The intro movie is played though Coherent UI while most of the other sound is played through FMOD. Your log contains the line:
[21:51:41.625] INFO Fmod audio system failed to initialize.
The game will not play sound as long as that message appears.

If you haven't already, please try deleting local content and re-downloading. Sometimes Steam delivers the wrong bits. I'll look into what might cause the audio system to fail, but I don't think I'll be able to easily resolve your problem.

Please email support to let them know about your problem.
