You can trydisable SAO (ambient occlusion) in graphics options.

And where can I find ambient occlusion?

It is in the graphics settings on planetary annihilation. Not at computer so I can't show you screen shot.

Is this a new install, or did it change recently?

My laptop has brightness issues. You could try the "Gamma Fix" mod. I don't remember if that does strategic icons so you may also want one of the brighter icon mods.
