I've encountered a weird and unpleasant FPS drop.
Quit the game and reconnected and it helped.

    here are screenshots with Ctrl+P
    My system specs are :
    • Windows 8.1 x64
    • 2500K (4.2GHz overclocked)
    • Radeon HD6850
    • Asus Xonar DG audio
    • 8gb of 1333 RAM

Do you want entire DXdiag wall of text?

Is it model with 1GB GDDR5?

If your OS get out of VRAM you'll get serious performance loss and please keep in mind your OS, browser and some other software using video memory too. So if you only have 1GB of GDDR5 then you need stick to "low" setting for "virtual texture".

    Yes it is.
    Is that not enough?

    What's recommended then?

I looking at your screenshot and feel you use "High" setting for "virtual texture" and 1GB is clearly not enough for "High".

No idea, but I have 1GB VRAM too so I can say for sure what is not recommended. :D
I suppose other guys with 2-4GB of VRAM might comment about their video memory usage.

Gonna run the probe and so on then.
Because such drop to 2 FPS was a one time event that got resolved after relogging.
I mean I logged off, went back to same game with same settings and it went at satisfying 30-50 FPS until the end. As well as the other games.

I remember MWO Beta (postrelease beta, lol) had an Infamous 4 FPS bug so I feel like it might be something other than just "get a better PC, lol"
